Chennai Metro Rail Limited (CMRL) has today submitted tenders for the General Consultant (GC) contract for Line 4 of Chennai Metro by 4 design and engineering consortia after the opening of technical bids.
It is a retainer to provide GC services for 26.09 km Line-4, which aims to connect Lighthouse-Poonamallee bypass via Porur in 118.9 km with 28 stations, 18 elevated and 10 underground. Chennai Metro Phase 2 Project.
CMRL originally Invited EOI Went through the proposals for proposals and the bidding process in January 2020 shortlist 3 unions in February 2021. Later the opening of financial bids was put on hold along with the entire process. finished At the end of May some of the 4 ineligible bidders were not happy with the results and evaluation standards.
CMRL re-invited bids With 63 months (5.25 years) contract period for service in June. According to the tender document, they expect to appoint a consultant by 18 October 2021.

In the final round, AECOM and SYSTRA had bid together in a consortium, but they went it alone. Aysa had previously bid in a joint venture with DB Engineering, KRNA and Dohwa Engineering, but I am not sure if this is still the case. Similarly, MM SPA had earlier bid with Aegis Rail, Italfer and Surbana Jurong.

The GC will be selected on the basis of Quality and Cost Based System (QCBS) method in which the winner is selected through a combination of marks obtained after evaluation of Technical Bid (70% weightage) and Financial Bid (30% weightage).
This consultancy service will be financed by the Asian Infrastructure Investment Bank (AIIB). In December 2019, AIIB Accepted A concept proposal for a US$ 356.65 million (approximately Rs 2700 crore) lending by CMRL to finance a portion of the construction of Line-4, including necessary support and technical assistance.
